Wait a minute, who is the guardian here? It's the guardian's job to provide insurance for the ward.
It's certainly not Sara Harvey's job. The responsibility of taking care of her husband was forcibly taken away from her. And now they want her to pay for his insurance?
If the county wants Sara Harvey to cover Gary Harvey, the county should let go of him.

Now what would that entail exactly?

They should be removed.
