Guardianship and conservatorship are supposed to protect the vulnerable elderly. Instead, it has become a sick thing - a feasting frenzy for lawyers and other so-called "fiduciaries" appointed by the courts. If this is allowed because they are not monitored, it's up to the legislators to stop it! If this is allowed because there are kickbacks in place - quid pro quo -it's up to the legislators to stop it.
