The state Child Abuse Hotline was notified after an 11-year-old complained of excessive corporal punishment by his legal guardian.
The boy had been picked up by his mother for her weekly visitation when she noticed that his face was reddened and swollen. The boy told her that his guardian had slapped him several times following an argument.
The boy went on to say that he has been physically abused in the past, on occasion with a belt. An investigation is continuing.

Guardians abuse the vulnerable - both young and old.
This needs a thorough investigation to find out if it's true or not.
Don't let the boy die and then point fingers at that time. Along the same lines, if this didn't happen, then the person accused needs to be cleared.
Why was the boy taken away from his mother? Why does she only get visitation? I've read a lot of articles and comments on this blog and it seems like in the US you can be taken your child away for the smallest reason or without it, just on the slightest suspicion CPS may have that you treat you child 'incorrectly".
And what does that mean? For instance your neighbours think your children can't play alone in the yard or a school teacher thinks you give your child wrong food or smth else...
In my country (Russia) you may abuse a child ,even beat him but you never get deprived of custodial rights unless you are a heavy drug user or an alcoholic or unless leave marks on your child's body while beating him. A belt is a most usual tool of parenting process here
So the question is: when will we STRIKE A BALANCE, PEOPLE!!!
