Here is an astounding list of more than two dozen agencies and individuals involved in the life of Ray Sandford, the Minnesota citizen receiving ongoing forced outpatient electroshock. All are receiving taxpayer funding directly or indirectly. A few are speaking out for Ray, and should be thanked. But most are not helping Ray say "no" to his forced shock.
